I have never voted for the World Health Organization. I don’t know any American citizen who has. And yet, for some reason, the Organization’s Director-General, Tedros Adhanom Ghebreyesus, and a slew of unaccountable bureaucrats have seen fit to call for it to be equipped with unprecedented binding powers over member nations.

Already, meetings have been occurring in Geneva to decide our fate, with further deliberation at the World Health Assembly in May. The American people have not been consulted. The wanton disregard for the consideration of public in this process alone is enough to prove that this abomination is contrary to the principles on which this nation was founded.

The better-publicized subject is the “WHO convention, agreement, or other international instrument on pandemic prevention, preparedness, and response”, or “WHO CA+” (often referred to colloquially as the “pandemic treaty”).

At this point, it is clear that this amounts to a de facto call to throttle opposing views, and is contrary to the role of open discourse in both science and in a free society, the preservation of which was the clear intent of the US Constitution’s First Amendment.
Substantially more pernicious than the WHO CA+, however, are the Amendments to the International Health Regulations. Not only are these lesser-known, but they are easier to ratify, requiring a simple majority (as opposed to the 2/3 vote of member states required for the WHO CA+). Moreover, the Amendments are actually substantially more severe and explicit in providing additional powers to the WHO, making the CA+ almost a comparative distraction.
One doesn’t have to get past the first two pages to see “non-binding” crossed off with the strikethrough typographical presentation denoted in the paper’s legend to indicate a call to “delete existing text”. This is done for both standing and temporary recommendations.
On the subsequent page, Article 3, the same strikethrough effect is applied to “with full respect for the dignity, human rights, and fundamental freedom of persons”.
Respect for dignity and fundamental freedom are thereby stricken from the document.
“Human rights” itself ends up in the following precarious position: immediately prior to the aforementioned Article 3 which proposes to remove it, Article 2 includes an amendment adding in human rights, but this was submitted by the Africa group proposal, whereas the removal of human rights in Article 3 was submitted by India. In the highly plausible event that latter Amendment is approved and the former not, human rights also becomes stricken from the document entirely, and even if both are approved, the language drops from “full respect” for human rights to “avoid[ing] unnecessary interference” therewith, whatever that means to the WHO’s historically arbitrary bureaucrats at any given time.
That same Article 2 has also been modified by India to expand the scope of WHO powers to the domain of “all risks with a potential to impact public health”. In other words, the WHO is now to be granted powers at the point of the mere perceived potential of an issue.
Again, this is all in the first three pages, and the ramifications of these changes alone are jarring; there’s a ripple effect from the removal of “non-binding” throughout the rest of the document.
For example, Article 18 expresses various items that the temporary and standing recommendations described in Articles 15 and 16 could include. One of those items was that the WHO could recommend that nations "require vaccination or other prophylaxis”. In 2005, when the IHR document was published, this may have seemed innocuous to many. However, if the “recommendations” cease to be non-binding, as will be the case if the Amendments go through, in a legal sense they cease to be mere recommendations.
Other items include quarantining, isolation, contact tracing, and proof of vaccination (e.g. global health certificates, which subsequent amendments are written to express a preference for being digitized).
